Members Present: John D. Flynn, Chair, Joseph “Charlie” Dolben, Melissa Reeves, Joseph Kruzel, Robert Majkut

Meeting was opened at 8:00

Minutes: Minutes from Regular Meeting and Public Hearing from September 8, 2004 were approved.

Bills: Bills for Clerical presented - $679.20 leaving $6117.40 in the account. The bill was approved.

Eric Peterson: Eric Peterson 329 Chapin Road had questions for the Board about his lot, Map 9, Lot 35, on Chapin Road. It seems the deed reads it is buildable lot. After going to the building inspector he was informed the lot is not big enough to be a buildable lot by the current Zoning Bylaws. Peterson owns the two lots in common. There was a question on the Board about the lot being grandfathered. John Flynn told Peterson he would contact the state and find out if it is grandfathered or if he needs to change some property lines to make it a suitable building lot. Peterson thanked the Board for their help.

Shadow Wood update:  Joseph Dolben called Gary Weiner, Ecotec Environmental, 180 Denslow Road, East Longmeadow for an update on the Shadow Wood project. Weiner did not respond in time for the meeting. Dolben was wondering if Mr. Lemieux paid his bill to Tighe and Bond.

Scantic Meadows update: Dan O’Brien returned Melissa Reeves phone call to give the Board an update on the project. Ed Speight received an extension from the Conservation Commission. Garner, consultant for the Conservation Commission has gone through the subdivision and found the northern road might work. There may also be drawing changes to relocate the drainage trenches.

Sidewalk Committee update: Nothing to report

Associate Member: The Board will put together some sort of a questionnaire for an interview process. Next meeting the Board would tentatively like to have the applicants come to the meeting and go through some sort of a process.

Assessors’ Meeting: Flynn met with the Assessors about a certified abutters list for applicants for Special Permits. The Assessors felt they do not have the manpower to honor such a request. They will however honor a request for a certified abutters list from a Town Board. In the future the Clerk will make a request for the list.
